Specifically, the proposed rule modifies definitions for domestic end product, qualifying country end product, and domestic construction material by increasing the domestic content threshold from 55 percent to 60 percent in calendar year 2023, then to 65 percent in calendar year 2024, and to 75 percent in calendar year 2029.
