A Proposed Rule amending the Buy American Act (“BAA”) of the Federal Acquisition Regulations (“FAR”), designed to benefit U.S. manufacturers, proposes to immediately increase the threshold needed to be considered a “domestic end product” or “domestic construction material” from 55 percent to 60 percent, with increases to 65 percent in 2024 and 75 percent in 2029.
